Does deficiency drive everything?

Consider the ancient Latin saying “Paupertas omnium artium repertrix.” Literally, “poverty is the inventor of all of the arts.” More commonly, “necessity is the mother of invention.” Finally, in my own lingo, “deficiencies drive innovations”.

More generally, does deficiency drive everything in nature? I don’t know if it does, but if I were on a debate team, I would rather defend the thesis than oppose it.
